good evening like to call this meeting to order for the um Waterfront design review commission if we could take a roll call here into the minutes and borous here Glen Pono David oconnell Steve morosil Amy goens legal council all right our first item on the agenda for tonight is a vote on the meeting minutes from the June 13th design review commission meeting uh does anyone have any comments no comments I entertain a

motion for approval make a motion to approve we have a second second all in favor say I I right motion passes uh next item on the list is the new business regarding continuation of the public hearing for the Waterfront District Commission on the Medicom llc's property for the proposed development at 500 Veterans Memorial Parkway does the applicant have a presentation all right please step up

thank you Mr Amoroso uh for the record as everybody knows my name is Josh berlinsky I'm an attorney with the firm of G ett and I represent the applicant at econic Development LLC um we are here as as you mentioned Mr Amo to continue our presentation as it relates to the development of the former metomic golf course um I am I used to announce that uh since our last meeting as everybody knows the the golf

course has opened um it has been a resounding success uh attendance has and participation has exceeded expectations um consensus has been that it's a it's a lovely course and and has received excellent comments and feedback and and couldn't be more pleased with the the success of the Venture so far so thank you very much to um members of the public that supported this project as well as members of this commission and

committee uh for their assistance and seeing that through uh we think that the the city and the state are better off of that endeavor so thank you kindly uh I just want to provide a couple programmatic updates before I I really speak tonight um as some of you know we are also scheduled to appear before the full Waterfront Commission on Tuesday the 13th I believe and at that meeting

um we will be hearing from Todd P who is our Financial Consultant from forward planning and he will be preparing and speaking to his response to the peerreview we received for his financial uh assessment so he has a report that we'll be submitting to the um committee I believe tomorrow and he will be speaking and giving a presentation along those lines for for the city and the commission's benefit um and also on

Tuesday Deborah Cox from pal who is the executive director will will be there as well and she will provide an update on the status of the archaeological work which I know has been um an ongoing concern for for both the members of the public as well as the committee and the commission so she will speak to that as well and uh she has told me not to say anything else for fear of uh getting

tripped up so I will take her advice um and and finally on Tuesday uh we will have an update as to what we characterize as traffic and offsite improvements um for the Committees just uh just to provide an update and then at the September meeting of design review we'll go into further detail as to what we announc so there will be hopefully some submissions made in short order um we'll just let the commission know that

they're in and and we will then uh present those in further detail uh to this committee uh when it reconvenes in September so so that's our plan for the next uh meeting plus um and and we look forward to the opportunity to to continue and and in the near future you know we uh bring this matter to a conclusion um tonight we have a few updates for you um first is we're going

to speak about the updated noise study which I just uh gave you copies of which we received yesterday and a s a copy has already been sent to the city for um posting on the website I believe tomorrow um I'm going to speak about some of the conclusions in that momentarily uh Mr uh murva from bowler engineering is going to provide I think just a brief update and and take any

questions as to regard to design and Engineering although as I think I mentioned at our last meeting we believe we're we're for the most part complete in terms of responsiveness to design elements although we're obviously happy to answer any questions or respond to any follow-up members of this committee might have and then uh Mr Pisano is going to speak with regard to the hydro analysis which

we also received literally today um in response to utility capacity and some of the other issues that this committee has been concerned about so so we think we're we're pleased with the conclusions we hope the committee will be as well and and we're going to talk through those findings as well for your benefit um at the conclusion of our presentation which should be probably as brief as

these remarks hopefully um we're going to ask for the uh this committee to revisit phase 1A and hopefully make a recommendation to the Waterfront commission to approve that element um just so we're clear and to bring everyone up to speed on the process uh the way that it works is that the design Review Committee makes a recommendation of 1A and we're happy to revisit that presentation if you'd like for this been

a couple months we have to go back to planning um in order to get their recommendation if that phase complies with the comprehensive plan and um because our our Tuesday meeting is on the same night as planning board will not be seeking that simultaneously so um presumably that'll be take place in September and then ultimately we'll go back to Waterfront um with hopefully a an appr once the approvals are at hand

from this committee and the planning board recommendation we'll go to full Waterfront and ask for their approval of 1A so so we're going to present on a couple of elements here tonight to move the ball and then we're going to revisit 1A and uh and see where we are from there okay all right so um let me kick things off with uh just a an update on the noise study so um Quinton can you

please pull up uh David coat's resume please so as everybody knows we submitted a a noise impact study uh as part of our application um based on feedback from this committee and members of the public uh we asked our author to go back and update it to incorporate various elements um before I go into the conclusions of it and and we've spent some Mr pan and I have spent some time on it so we think

we can speak about it with some monum of intelligence I just want to revisit who we had prepare this uh Mr coat graduated from MIT and re uh received his ba excuse me from Westminster College and his Ms from MIT um he has been a principal of David Co Consulting since 2001 he is consulted in a broad range of Acoustics and noise and vibration control he has done everything from architectural and building

Acoustics to Naval bases to Highway noise to Railways to aircraft carriers and uh aircraft hangers he's also worked on sound impact analyses on outdoor and indoor venues and is considered one of the most renowned uh experts in the region um amongst the various references that he has provided are I believe three of the four branches of the Armed Forces Amtrak and the premier engineering firms

in the country uh in the New England at a minimum including Beckel um brw Dio Consulting um and several other Industries as well I I prepared submit his resume as uh evidence of of his authority and expertise on the subject and uh we're we are confident that his report um comes with a level of gravitos that that his experience dictates so briefly I want to speak to the findings

um and and just let you know what the conclusions are and why we we believe this addresses certain of the of the Public's in This committee's concerns um as as we all know the initial purpose of the report and its subsequent revisions was to ident identify potential noise impacts associated with the proposed metacom development project um Mr coat uh confirmed that the project consists

of 890 residential units 153,000 ft of retail space and a 9vt gow course potential noise sources associated with the project include increased vehicular traffic outdoor HVAC units which is a addal element you ask them to inquire and other miscellaneous sources associated with increased human so Quinton if you could go to the the second PDF l is that it oh you didn't get the second one and

hold that all right so as it relates to there's the conclusions are broken down into two categories they are um traffic noise modeling and HVAC which is what this midi specifically asked him to look into as it relates to traffic noise modeling um while the project does not fall under the authority of Dot traffic noise guidance since those criteria are for Highway projects with Federal funding the r. noise criteria is

instructive to evaluate increased traffic noise associated with this project those criteria specifically take into account human annoyance associated with the cumulative effects of traffic utilizing projected future annual average daily traffic and speed projections set forth in both traffic studies the vaness as well as the Crossman study noise levels for each of Veterans Memorial Parkway Fort Street

and lion Avenue are all well below Do's guideline of a 10 deel increase attributable to proposed improvements and that contemplates full build just to be clear the impact upon all three roadways also falls below the standard noise abatement criteria for residential land established by the Federal Highway Administration of 66 de finally utilizing the day night average sound level or DNL criteria

which is used worldwide to assess human annoyance with noise the projected noise levels for each of the above referenced roadways fall below the valuation used by many federal agencies to Define human annoyance to noise every applicable threshold um that Mr coat has identified the proposed impact on noise as a result of the additional traffic Falls below finally in response to a comment I

believe from a member of the public we asked Mr coat to incorporate anticipated truck traffic into his model as well uh and he confirmed that trucks servicing the grocery store in an amount equal to the industry standard which is a approximately 30 trucks per day show no notable noise level along the grocery store truck grout and just to recap for everyone's benefit grocery store truck

route is from 195 to Veterans Parkway to that portion of lions that has the proposed access point store development there is no truck traffic further down Veterans Memorial Parkway there's no truck traffic beyond the exit and entrance on the Lions for our development on Lions Avenue there's no truck traffic expected to anticipate influence impact alter the surrounding neighborhoods by every conceivable

metric the noise levels for the project are both permissible and below the levels which while they may not be expressly applicable are recognized and utilized as the industry standard at both the federal and state levels that is Mr post conclusion you will be able to see that for yourselves as youie um as it relates to hbac modeling uh that one took some time so as this committee may recall uh we had to

generate our own plan set which showed hbac placement on the various buildings and we identified a total of 1,73 rooftop and acrade HVAC models um that would be dispersed throughout the development and for those of you that might have any experience in modeling or or architecture or engineering that is a significant lift to individually Place 1,000 units on a model for purposes of

gauging noise and Mr coat told us that um it was the biggest model his software had ever run in terms of scope of um of inserts uh utilizing kadna which is the leading environmental noise modeling software application uh he confirmed that frequency based I'm sorry frequency based sound power level data for each individual unit was modeled as well as the location of each unit so just to be

clear you identified the location of the hvac's and he gauge its noise impact um based on the type of HVAC unit that we contemplate as well as the location of that hbac unit question the conclusion of the report is that since hbac noise levels are much lower than existing ambient noise the increase will be essentially zero Deb HVAC noise would be both an insignificant change to the

noise environment generally and well below the more string the most stringent residential noise limits set forth in the East Providence noise so um it was a question uh We believe We answered it to this committee's commission satisfaction that the distribution of HVAC throughout the development has a negligible if non-existent impact of noise both within and outside the development those are

the conclusions of the noise study I know it's a lot of information um we request that you digest it if you have any questions um we're happy to answer them Mr coat will gladly appear before this commission um if you feel the need but but we're confident that that that the report rests on its Laurels and and addresses and speaks to the conclusions that we were asked to provide so that's

that's the summary of where we are with regard to noise um are there any questions in that regard um just one question I noticed in the report you also seem to address the no level of so guess could you talk about that a little bit sure so so construction absolutely so um construction noise can't be modeled um similar to traffic in hbac because it's not consistent and it's not scheduled so um construction is

really governed by the East Providence noise ordinance as to when and how you can um have vehicles that generate certain decb over the course of the day um what Mr Cod did is he provided a appendix that kind of listed the various noise levels associated with construction and so that the and um and the Des and there's also excuse me an accompanying table which shows the impact of those decb like in the public

at large so even the most um extensive land use construction uh you know which has at 50 feet which is like within the perimeter of the property it has high noise levels but as it extends beyond the 50 Feet parameter it or perimeter rather it drops off significantly so the point is that the construction noise will have concentrations within the development but there's no noticeable impact outside

the development due to the significant drop off after that 50 ft barrier so in the appendix of that report you can see the the listings he does everything from a dump truck which I think is the highest generating noise to maybe um a lawn mower which might be the lowest and and you can see the the impact and and you know obviously you can't get model consistently but the idea is that you

really gauge at within 50 feet after which it tends to fall off and you minimal impact um comparable to to traffic or current disturbances outside the development um we obviously will be working with the City to uh on our permit applications for building permits and our cognizant of the of the nighttime restrictions as regard to construction and and you know will incorporate appropriately as as you

know Mr fanto and me committee public know know there's a a nine and a half acre um poral of open space uh immediately adjacent to uh Lions um the golf course is along um portions of of Fort and and as well so so we're really talking about that interor interior uh Corridor in which there's primar residential and Commercial development um you know Veterans Memorial space and inward so so we're

confident that construction can be effectuated in a in a Mindful and um and and efficient manner those to minimize impact uh for the surrounding resence just want to touch back you had said it in the beginning this is for the entire development for the entirety of the development yep so any any development of phase two would be even reduced on these numbers as you move into face that's absolutely right so we

we've um similar to what you'll see for offsite Improvement in traffic we contemplate the entirety of the build out so that there's no misunderstanding they don't come back here like we're showing the entire proposal this is 1,73 hbac units the entire development was built out and and this also reflects the C on the corner that's correct okay thank you um with that I guess I'm going to

turn over briefly to Mr murva uh who's going to speak as to an update on on design engineering thank you thanks Josh again for the record Matt MVA with bowler uh we we provided an update last time we were here and and we're still making progress on updating the plans incorporating the feedback we heard here uh over the past weeks in addition uh we're we're modifying our storm water design to um to respond to

some of the comments in the peerreview report uh we expect to have those drawings in draft shape uh by the middle of this month uh and will'll respond toart accordingly um with those modifications either making changes to the plans or responding as to uh differences in the plans now that require less uh intervention just due to some modifications that we've discussed with uh with crmc on the storm water

drafts that' coordinating there so more to come on the design side uh really not much much more to talk about here tonight but glad to answer any questions that you might have uh as we move into presentation let's touch on the utilities so that report will be submitted back through the city riew an evaluation and then um they will update their letter that they prepared originally on this project based on the

new information that's provide that to the committee for our review that's my understanding okay good that's mine as well I just wanted to to make sure of the process and how it goes through because we we really can't make a ruling here without the input from the city and their understand standing in general agreement right there'll be a written response back to the the city and that will also include the

updated and Steve if I can add to that I mean we we've obviously provided comments you know from the city's end I you know Marshall is still going to have to show some um you know comments related to our or address some of the comments we' had in regards you know sewer condition assessment that requested and then we'll need some time obviously to do the hydraulic analysis that you know likely be sent to us

tomorrow so once we see all of that we'll likely have internal discussions and then update that from our perspective as as a committee this it's not our background so we want to make sure that the appropriate people look at the information review it and provide the appropriate feedback yeah absolutely thank you very

much good evening my name is Paul Pano I work with Marshall properties and uh I'm here to uh discuss the findings of the hydro analysis that we have performed by our engineering so much like the uh noise study that was performed uh we did pull in other Design Consultants that we had working on this project so that we could really get a full understanding of what the requirements are and the needs and

so forth so as a result we did have uh a zero our architect uh get involved I know one of the concerns with the hydro analysis was the uh fire uh flow that is going to be required for the fire suppression system so they were able to provide some adequate background uh to what each building complexion was going to be like and what those requirements are going to be we

also uh brought in uh Rosie barbar who was our mechanical uh consultant and he was able to provide all of the necessary needed flow data for each one of the buildings so in in this analysis that par performed for us they did take into account the final complexion of what we're proposing all of the design elements of each one of the buildings and the needed flow rates to adequately

address the uh fire suppression needs with each one of the commercial buildings so there's a lot of technical information in here that you know I'll let the engineers answer those technical questions when Dan and the water department have comments but what I can do is provide a general overview so everybody understands what we're looking to achieve and how we're going to bring the water in to uh adequately address

the needs there's another slide maybe we can start with that one okay so I feel that this slide truly represents the intent of what we're trying to do if you take a look at this uh the blue represents the feeds that are going to feed the actual development we also have a yellow demarcation line that denotes the segregation between or the the phase one and the phase two and that's very important because

there were a number of scenarios if you get into this report there are actually six different scenarios that our Engineers considered and it's a combination of various feeds number of TAPS and the different complexions that are going to be required and what they concluded was this particular um uh design this particular layout can adequately support each one of the phases and I can explain a little

bit about what's going on here so in phase one which essentially is the yellow line to the left um we're going to have two Taps they're both going to come off of the existing 10in that runs down Alliance that they've uh determined is adequate and with one minor upgrade to that line that complexion and that water loop that you see coming in and around can adequately serve everything within

phase one so what's denoted here is that we've had some discussions about perhaps some of these roads being public roads and in phase one that is what is contemplating in this design so that Loop in Blue uh would be a public road with the Taps coming off as indicated each one of those Taps would have its own meter and hot box to accommodate the metering of those buildings and that alone can be uh

self sustaining and serve all of the needs as I mentioned as it currently is constituted the 10-inch line that we're going to tap needs to be upgraded if we can go back to that other slide for a moment and I don't want to get too technical but it will illustrate what I'm talking about I don't know if we can go back to

previous essentially I can describe it to you the uh 10in line is currently served from an 88 in line in Mercer Street there's a 16in at Fort So the plan would be to get that line in liance up to capacity we would tap into the 16 at four it's a small upgrade in Lions I believe the city has it on an agenda for an upgrade at some point if in fact that

doesn't come to fruition we're prepared to do that up upgrade and that would give the lion Street line the added capacity and once we do that that phase one can adequately serve all of the domestic need the commercial need the fire flow Etc so that is the phase one approach it's noted in the hydro report here and the numbers in the calculations support that phase two which we can talk

a little bit about in order for phase two to adequately Supply the demand we are going to tap into a main on Juniper Juniper is about one road up from Fort it is a little bit more of a um upgrade in terms of utility so that will not be done until phase two kicks off yeah no talking phase two of hydro or phase two of the project phase two of the uh project when

that construction starts that third cap will be introduced to the and then that'll serve phase two and three uh that'll we don't oh okay that's where the confusion here is Phase One sorry as as we as a group have have noted them the hydro anal to correct these two and three as we have it constituted because phase one's a go CL thank you for the clarification I'm sorry should have

stopped me I was on a r so so you know I could I could show you that if we can pull the slide up but you had questions yeah just to clarify Paul so the the first phase of this you know of the water upgrades would include a loop connection you know along that right of way within the road and then you're proposing hot boxes for any uh buildings that would be outside of that 75

foot correct correct and and phase two as we discussed before that would be more of a private line so once you move into the phase three I'm sorry as you do it um there would be most likely one meter one hot box at that location and then everything in that phase three would be a private service that would be subed Etc understood um par does lay out that complexion here and they show the master leader

okay um I don't know if anyone had any other questions hopefully I didn't confuse you more than whatever but it's all in the report uh Tim th has been very good to work with Kar um he's very willing to come and meet he did meet with with Eric skadberg about this when it was in its draft form prior to getting some of the other Consultants input but in this completed form as I

mentioned to Dan we're more than willing to come in sit down continue to uh discuss and

questions that that conf complet our our update tonight um Mr amoros so I'll defer to you we the second half of our of our PI presentation tonight is requesting um this committee's recommendation for 1A um we're happy to to talk briefly about that now and and kind of revisit the presentation or we can questions or comments now and then hit that after like whatever your preference is we can continue whatever

whatever you decide about continue with the presentation make the whole thing okay and we'll open up the public comment comments on the first part of your presentation and the second part that's we can proceed from there till we're not bouncing back and for problem if you guys are okay with that okay um can you please go back to the 1A slides

um about the um the work on lions for the uh uh upgrade of the water system where my concern is vegetation between the existing Paving now and and the project itself are we losing all the trees there

not yeah

this is this line is

what if I can clarify too and if I can clarify any upgrades we would require of the developer would have to be within the right of way we wouldn't allow them to install it within it have to be within the road essentially you wouldn't vegucation well so let me clarify we would only we would require them to install a new water M they so had to within the road within the you know the existing

pavement we able to go to the 1 a deck wonderful all right so Paul do you want to come back and take another spin through this and then um just to refresh everyone's recollection I'm sorry Sarah go ahead did you have something oh and then and then um if anyone has any questions uh we'll we'll take it but just we'll go through Paul will go through this briefly again make sure everyone's got it down and then

thank you Josh um if we want to maybe scroll through we can speak to each slide and if we have further questions um I'd be happy to answer so uh as we mentioned and Steve properly pointed out this is the overall phasing plan and how we should be thinking about the project and today or this is speaking to phase 1A which is the bottom right hand corner uh We've designated that as a

combination of both the maintenance building and the pump house so we want to go to the next slide this is a uh overview of the subject area uh on the right you'll see the planned or proposed Maintenance building it's approximately a 5,000 s foot wood structure I like to refer to it more as a garage than really a maintenance building it's just going to store the equipment uh and to the left

of it is a small box which indicates the pump house that pump house is the new feed for the new irrigation system um just a point about that we can go to the next slide because I think it loads it up a little bit more um that particular structure is currently under construction we've pulled the permit through uh Rob Walker we've been working with him we've done the utility cap in

Fort Street so we do have the water lines in tested chlorinated uh what they're working on now is the new pump vfd the control panel we brought the uh three-phase power down for street we do have it ready to get energized so I would say probably within the next four weeks we're going to be able to extend the pipe out of that pump house and energize the actual uh uh sprinkler

system and get off of the feed or the tap that's existing a little bit north down Fort Street did you have a question about that yeah I did if if you could Paul just kind of fill me in and just update me on the status of that disconnection because I know that's a yeah something the city is yeah don't thing we can have done it you know as part of this development so at

the very beginning when we started talking about this with the water department uh I think Jim Marvel was very adamant and clear that part of the scope of work would be disconnecting the existing tap that presently exists on our property that Taps into the main in for street it's been there's a whole story behind it but part of our scope is in fact to do that and there is a work

process that we talked about with the water department and we do have a Contractor on hired to do that Douglas construction they've did the tap already uh in Fort and they're aware of what needs to be done there's a couple things with that tap uh that Taps currently I think from a larger transmission line which you don't typically do so it needs to be dealt with very gingerly and properly it also comes with a uh

underground confined Works Space water pit that currently holds all of the uh components that we're currently putting into the pump house so the pump house with current code can't go on the ground anymore we have but all of that will be be divorced from the city and removed in its entirety um when exactly that's going to happen there are some nuances as I mentioned um we need to get this up and

running um we need to verify that the maintenance building uh is can be divorced from that water supply there's a bathroom in there Etc if we're so fortunate to get to go-ahead with the maintenance building then I think that would expedite our ability to divorce that water line from the city because we already have one now that utilizing moving um getting back to the slide uh again so the basic layout what we're

looking at is the parking area Maintenance building and the the pump house here we can move on to the next SL so you know obviously the neighbors were something that we always take into consideration and in this particular instance uh we have a fairly robust landscape plan we can move on to the next slide kind of illustrates that you know there's not only a burm there that kind of shields this proposed location

but with the introduction of more trees in this configuration we feel that there would be a pretty adequate landscape buffer the next again this is the current uh infection a little bit detail in regards to that uh burm this particular cut through that area I think does a very good job of adequately defecting what will be seen what will be screen and more importantly the scale so I I I want to use the term garage

because Maintenance building might be a little bit too strong uh it's in with it's going to be within character and uh the size I think is proportional for work we can move on to the next one see other y just a real Bru uh rough layout of the building what's going to happen there the right side is a non-heated garage space it's going to store the equipment the left side of the building

is a heated envelope you have a couple offices for our site superintendent a break room for the men um fairly straightforward there two overhead doors on the right uh two red doors on the south elevation in aerica move on to the next it's basically what what you're looking at one thing as I mentioned before we have done quite a bit uh analysis on the potential of solar and some of the buildings in our prop proposed

development really aren't so efficient they don't pencil out uh this is one that that would uh the efficiency because of the orientation and the South Exposure um we feel that it' be worthy to introduce solar into this uh this program move on to the next you move on to the next SL

we kind of went over a slide that had some routing but you can move on to just some pictures of the existing conditions that are out there you can continue to scroll through

this we can speak to this um I don't know if this will come up not but what we tried to demonstrate here was kind of the routing of how this maintenance building would actually work in practice and um essentially we're going to start on the first hole and the players are going to follow our maintenance crew around what this particular diagram uh reflects is a start time and the routing in which our

maintenance crew is going to get out to that first te and then the corresponding time so that by the time you get up to the around the fifth pole which is Fisher in Fort Street you're you're around or after that 7 a.m. time frame just in consideration of the neighbor potential noise and what we' brought up before was you know this industry like a lot of other other Industries are are

really moving towards an all electric type of program and you know both our off Force manager Robert mcneel and Paul jamrog our site superintendent they've been attending trade show the golf show up at Gillette Stadium and they're not only looking at more and more autonomous type of mowing apparatuses that would go out there and do all the general areas but the majority of the stuff within the

next you know three four five years are going to be more and more electric and I bring that up only because that kind of takes the whole noise component out of it in the operation and maintenance of the uh gol course want to go to the next slide

no problem that's okay most of these slides here again are to demonstrate the scale you know what we're looking to do there and as I pointed out with some of these the three story or twostory building there are bigger than the proposed structure that we're we're looking to build so um the intent here like this particular slide was to give it some scale my only critical comment about this is it doesn't have a

robust landscape buffer Ed which will occur behind uh the actual Maintenance building but I think with that one we pretty much concluded what we wanted new Stu and that uh one question I've got on the AR what on that M building um off the top of my head speak okay because I'm just curious I mean it's pretty flat is that anticipated to be asphalt tringle it is okay so then it's going to be a minimum

three or four picture the um if you went out there now and you take a look that you do have a close Cedar Shake on it it looks pretty fish if you will um and the maintenance building would be same same facade system and if I read the plan correctly I think we talked about this before there are no windows or doors facing two elevations that face the street and

to the east there will be no there'll be no noise or light transmission in those Dire from the verm that the landscape verm that um the BM that's raised above grade primarily borders uh for Street and then our neighbor that's kind of depicted where the white fences um in the front of this uh most likely we will we will keep some sort of a screened fence so that the doers and so see into have some

more I don't know if I answer your question or where pared yeah if we could go back to the the overall layout that would help maybe talk to this topic no the oh one a uh

that's that's that's great

moread you're showing some shade trees but I think we're going to need to there we go that's better yes the the area you're pointing out does not currently show the burm the BM is limited to behind the building between the building and the road uh the the dimension Narrows where we're showing those spaces I believe it's like five spaces there it's not a lot of parking uh we were trying to provide

some shade trees to kind of continue the streetcape along that edge uh we could look at augmenting that with some additional Evergreens uh but I don't know that we're going to be able to fit the same you know dimension of Evergreen screening in that skinnier area within there I think it would be advantageous to increase the planting there's a lot of Paving something more would you helpful yeah we can look at that sah

so do we have any other comments from the committee on on 1A I guess just kind of a follow up on what Sarah was saying and I think this might have been part of what

getting cards are going to be arriving when it's still potentially dark so that way you're also going to screen the headlights car so I think that would we can accommodate that that's reasonable comments on that what would like to do at this point sure yeah before we open up the public comment we'll go back to the previous part of the presentation thank you um I look at the noise levels of variety of vehicles and

traffic that's going to go on I look specifically at uh the construction vehicles the dump trucks the front loaders etc etc and they're a little louder and uh I understand that if you look at the area that's given to the city that's going to be a long way off that's going to dissipate the sound uh the biggest area that I think that would be affected by those uh will be the um

if you if you can go to a footprint of the overall the overall development uh the area along Ling uh just until it hits the city land that's mostly facing uh businesses and Business Park which they still don't want to deal with a lot of noise either and I I think that we're going to have some veget along that edge I just don't know when you put in vegetation do you put it in last or do

you ever put it in in the middle of the time because the sound is going to be U dissipated over a distance but certainly vegetation does help to buffer sound so if if you consider you're going to put some in anyway would you put some in in in anticipation of those loud construction vehicles coming in help to help buffer some of that sound that's going to be coming at that time yeah all the way back

killing us Smalls

actually one thing is maybe not even the planting because among other things planting needs to grow in so it's going to be a while but we did discuss the B Ed scam the Looting area for the supermarket who was going to be burned even if you got that Earth burm in that would help dissipate the norm that's that's a very good idea and um I don't think that's objetive though to

effectuate that that purpose I I I think you're exactly right it's it's all about that that Outer Edge so if that bm's installed and and I don't think you you don't have the burm you also have your construction fence and the scrim on top of that it's been help right and I think to to Dave's point you know to the extent that we can do something to reduce the impact and and

thank you Mr chairman I am candy steel I'm here representing ke medic comic Green I want to primarily talk about Phase 1 a I had just two questions whether the hydro analysis findings will also be posted on the website thank you they haven't been received by the city just yet so once we once we receive them there thank you and second I have an open question um from about a month ago with attorney go goens

about the meaning of Amplified music um and I hope that at the waterfront commission meeting on the 13th you might be able to address that and the question really is what does Amplified mean is it Amplified instruments is it amplified speaker system is it both um and the question came up when Marshall was looking for a license for a live band when they had a charity event on July

15 um so if you could address that on the 13th i' would be very appreciated as to phase 1A over the last several months many of you have heard from residents who have spoken out against the construction of a maintenance facility mere feet away from their property lines you have heard me and others speak about the language in the city comprehensive plan about preserving residents quality of life and

protecting their Public Health and Welfare you have also heard from representatives of the developer who have explained from their perspective why the location they have picked is their Preference they have told you that there is already a curb cut at the proposed entrance on Fort Street which is not true there is no curb cut there there is no sidewalk there they have told you two different

versions as to why they chose that location they told you initially that locating the facility within the residential area of the site would be detrimental to the quality of life of anticipated residents or words to that effect will be there some 5 to 10 years down the road then perhaps thinking better of it they told you that they are forced to build a facility within the golf course

area they said that a c city council condition in resoning the site requires them to build it within the golf course area and only within the golf course area in actuality in referring to the golf course then known as area C the council's condition five states the area marked C on the map attached here to shall only be used for the golf course or uses consistent with those permitted

in an 01 Zone as set forth in the ordinance this is the wording in the list of conditions that the council included in its vote to reone metacomet this language does not by any means confine the Golf Course Maintenance shed to area C what it does is to preclude the construction of non-golf related buildings there the maintenance facility can be located anywhere on the property it

could be constructed where the current facility is located for instance or that historic building could be rehabilitated it could be built nearer to the emergency access road which would eliminate a second curb cut in PT street it's only necessary for the benefit of the developer if any of any of you who are Commissioners were swayed by the developers claim at the commission's hearing in June that they had no

choice I urge you strongly to reconsider your decision to pass phase 1A onto the planning board I urge you and the independent advisory members of this committee to table an advisory opinion to the Waterfront Commission on this matter for now please consider the heartfelt comments of neighboring residents whose quality of life will be affected consider the language and the comprehensive plan that calls for

protection of residents Public Health and Welfare consider the inaccurate information you have received from the developer on their choice of location even consider if you will the remark by attorney Nick hean at last evening city council public hearing on Marshall's application for a liquor license for met links apparently frustrated after being interrupted by the city solicitor Mr

hean pointed toward the audience where public speakers were sitting and said dismissively I had to sit here and listen to the personal tale of wo these personal Tales of Woe are the testimony of real people with real concerns if Mr hean can't be bothered you must be you are at this point the keepers of the public trust thank you for your time

ladies and gentlemen my name is Lena faran I live on 27th Fisher Street e Providence and I stand before you today as a concerned member of our community we all share a common goal to ensure that our neighborhoods remain safe healthy and vibrant plac to live that is why I stand before you today it's a matter of significant importance that impacts the well-being of our community the proposed plan for the new

maintenance facility has served considerable concern among our residents I am here to present a case for relocating this facility to a site further removed from residential areas ensuring the continued health and Tranquility of our communities at the heart of this discussion is the direct well-being of our community our residential areas are not merely collections of houses they are vibrant Lively neighborhoods where

families grow children play and individuals find peace and Solace the presence of a maintenance facility in close proximity in adly disrupt this delicate balance the noise traffic and potential environmental impact would affect the quality of life of our residents in ways that we must consider carefully first and foremost the presence of hazardous gas tanks so close to residential areas poses a significant

risk to the health and safety of our family these tanks are not just a simple storage solution they contain dangerous chemicals that could leak or explode leading to devastating consequences the proximity of these tanks to our home amplifies the risk putting our loved ones In Harm's Way second of all modern maintenance facilities though vital for our infrastructure come with a set of

operational characteristics that can impact the surrounding environment noise pollution emissions and traffic congestion these factors can affect both physical and mental health studies consistently show that exposure to high levels of noise and pollution can lead to increased stress sleep disturbances and other health issues by relocating the facility to a less populated area we can mgate these risks and promote a

healthier environment for our residents relocating the maintenance facility not only addresses health and environmental concerns but also offers practical economic benefits facilities situated away from residential zones often have better access to M to major transportation rates which can improve operational efficiency and reduce logistical costs we must also consider the long-term impact on property

value the presence of hazardous gas tanks will deter potential home buyers leading to a decline in property values in negatively affecting the financial stability of our residents this is not just an environmental issue it's an economic one too our community is known for its Spirit of cooperation and Collective effort to ensure the best outcomes for all its members many cities have successfully relocated similar

relocating the the maintenance facility to a site further from residential dwellings this is an opportunity to demonstrate our commitment to both progress and Community Health let us take a proactive step that will serve the in the best interest of our residents ensuring a balance between necessary excuse me necessary infrastructure and a peaceful thriving Community thank you for your time and

consideration I'm confident that together we can find a solution that respects both our infrastructure needs and the well-being of our citizens thank

public hi my name is Tracy Macwan finkbiner I live on 37 fiser Street M I don't know if I can totally beat that but I'll tell you what I'm going to try I think she did great um so there's just a few things on the you know the deciel level and all the noise well right now there is zero decibal level basically in that area there's pretty much no way to beat that

so if you decide to build something there's definitely going to be noise and it's just it's going to interrupt a lot of things I mean I said I live in my backyard I sit back there it's quiet the birds I have all kinds of um nature in my backyard turkeys deer all kinds of things that's that's going to be who knows what's going to happen to that but anyway so construction noise

um I know they're saying there's not much but um I don't know if they know that residents in this area we can hear the Henderson Bridge demoing not the Washington Bridge but the Henderson Bridge you can hear that over the river on the scrapyard from Providence we can hear noise from that and how much further away is that that's not right there um and the new oh never mind the nuisance noise the music coming from

Providence that nobody seems to figure out what they can do with that sometimes it feels like it's literally in my backyard so to say that there's not going to be any noise or disturbances with this construction and everything going on I think that's how highly doubtful um and unless you I said unless you really live here and you hear these things you're just going to say it looks

good on paper um 38 Studios looked good on paper too if you know it's all remember that so uh the concerns about traffic noise um is it's more about the concern about traffic in the area but the traffic noise you can't say that there's not going to hear much there people going to be 247 coming in and out of that development especially once the you know not just retail the residents there's

constantly going to be right now there's no one coming in and out of there except for to play golf which which is fantastic but other than that there's there's definitely going to be noise lights and just everything like go to a Walmart I mean you can't say you don't hear anything and there's no noise or anything from that traffic there is um now the maintenance building of 5,000

square fet I my twoed Ranch is only like 984 square feet so this Maintenance building is five of my houses I think that's that's crazy and I really don't think it belongs in that area either because it should just be where it is that's why the original people who designed the metac comet put it up there between lions and vets because it didn't interrupt any of the residential neighbors and I don't believe it belongs

in that section um and that's uh pretty much it no no no amount of trees is going to you know clear everything or you drive by people who live on Fort and Fisher you're still going to look out their window and see a building like right now there's nothing it's trees it might have been a stump dump at some point but they still had a view they still had a view of the grass the trees

put a building there there's still no now there's no view so that's it thank you very much thank you for your comments is anyone else wish to

speak might type on uh I think the building is in a very inappropriate Place uh I'm not really sure with the maintenance building and the equipment I think the equipment they talking about the mowers I don't know how many mowers they have I live on Broadway I hear them really early in the morning can you imagine you lived next to this Maintenance building every day every day I don't know what 7 o'clock 6 o'clock

that these mowers start up how many mowers SE a dozen mowers every day so at night you go to bed and you say oh Jesus crying out loud every day I'm going to hear that more so I really think it's it's inappro in very inappropriate place I don't even know why they even pick that place it just it's so many other places it could so I hope that you folks realize or think about

what it would mean to the people that live here to have to put up with that every day I heard somebody say that U might be electric motives what's going to happen for the first four or five years they're going to have to just put up with that for the first four or five years yes so who cares right I think you really one of you really briefly mentioned that um the

construction issue and I think you brought up I don't think I think that noise report was a waste of time that we brought up tonight what we really need to be concerned about is the construction issue for the next I think I heard 10 years that's the problem that we're going to be running into as residents are there going to be pile drivers think about the construction that's going to be pile drivers going

into the ground is there going to be Dynamite to have to blow up the con rocks that are in that area I don't know do you folks know I hope that somebody on this committee watches out the residents in there because for the next 10 years we're going to have to put up not just with our noise but with major major construction so I think you need to look at that construction period a

lot closer and maybe with some kind of guidelines I don't know about time periods something because that's going to be that's going to be the problem not not what's noise after building is already built and everything's done that noise issue it's the construction problem I hope you address that mons to come you I think this is really a bad spot because I wouldn't want to wake up tomorrows every morning I'll

tell you that I hope that you folks can put yourself in that place also keep for your comments does anyone else wish to speak

I best to work through the technical aspect thank you we'll do our rest anyone else wish to speak close that um so we're all set we're going to close the public comment portion and open up to um Mission uh thank you uh listen once again about the noise levels uh the garage is not a maintenance it's a garage is unheated and so I just wonder if it's just simply a metal wall

building or is there any insulation uh that would would keep heat in as well as maybe be a buffer for noise um there is a section of the building that's heated there's a heated envelope garage itself just just the garage itself right and so the understanding that I have uh we're talking about noise and noise mitigation etc etc uh insulation of any kind whether it's for heat it's also noise

insulation for the inside if you consider I don't know if it's something to consider but if there was insulation inside the garage even though you don't want heat yeah it would be a noise mitigating sure and I believe there is condensation you're going to want to have it it doesn't State Etc so there would we could look into it and provide uh the various sound decimal insulation value

yeah that's where a lot of the noise initially that start up and then everybody leaving the thing I would address for for what we talk about for the mowers um it's a golf course there's going to be mowers every day going everywhere the fact that they start in one spot what I'm trying to understand and address and perhaps insulate it to some degree uh but there's going to be mowers wherever you put the garage

there's still going to be mowers all over the GOL course during the day and it's going to happen that's that's a normal part of the course anyone else I guess just to clarify the record um you were descri describing five parking spaces for vehicles just in terms of determining the amount of traffic spot

it's either um thank you for for the question it's either five or six faes I believe total um might be five but in terms of traffic as we discussed at one of the meetings and I don't recall if it was at design review or at full Waterfront the um the access the entrance to where the shed is proposed to be located does not connect to the balance of the development it's it's

just um just ends there so there's no traffic there's no concern of Greater traffic flow because there's no way to enter uh for purposes of accessing the shed and and and reaching the balance of the development even the golf course you you can't do that it doesn't continue it doesn't extend so what we're talking about from a traffic standpoint is at at the most five employees at one time um

you know perhaps changing shifts throughout the course of the day but but we're not contemplating nor Is it feasible or physically possible for there to be any any significant um back and forth commuting by by virtue of that access point it's not built for it it's not intended for it and and they won't have access they won't have the ability to access it just a question on the Mowing and and

the schedules because you kind of put that up on the screen there was a question about the amount of mowers and then also the mowing time so my understanding in looking at that that chart was the mowing starts in the morning and it'll be over within a couple of hours and or and it's not going to continue all day it's it's it's a morning item they'll go through the nine holes put

the put the more away and they won't till the next day I the the the crew typically will be done by 1 2 o' they start so early and um they don't mow it every single day everything they they you know the greens may be every other day the fairways so it's kind of it's not everything all the time every single day however to uh David's point it does

occur every day just like it has for the last 100 years 120 years those mowers have been out there probably earlier than when we started when it was metacomet and I could tell you they that was a priority for them so um again this is just very consistent with what has been there for last 120 years for not creating anything new with this proposed use question from Matt on the the storage tanks for the fuel

um so can you can you talk to a little bit about the the storage of the tanks and the safety precautions and anything that can't be put in unless it's beats all federal guidelines Etc so on there are two existing above ground uh cement fuel storage tanks uh that are currently located at the existing uh mutten facility one's for diesel one's for gasoline we're proposing to repurpose and use those which are up current

standards um they have all safety I can provide further information on them in fact one of the questions when we were buying our insurance was that specific question what do you have there is it meet the current code we provided all that information to our insurance carrier we've got underwrite it pretty comfortable that that particular fuel storage complection is ADD quate and it's going to be sufficient here again

it's not in underground it's in above ground it's likely we'll have a mode around it but the Integrity of those tanks the double line you know they're pretty uh Integrity is pretty good the installation will have to go through approvals process in the city of these problems and that hasn't happened yet got to that point no no we we've been working on some design documents we didn't want to get ahead of ourselves

but if we're so fortunate to receive approval We Stand ready to engage the city on all necessary permitting approves have other comments um so I think we're to the point where we'd like to

so I'd like to uh propose a motion to make an advisory um Rising recommendation to the Waterfront commission and the planning board for group of 1A um i' like to entertain any comments or motion guess just one I guess question slash comment I had we make

this have to go to the plan of go first and then to the Water Commission so our our our recommendation has to go two more STS even be entertained for a final approval and then it must made all building code regulations Etc circumventing of any requirements or no no this is the first this is kind of the first step on what's going to take few meetings if I spoke to that correct one a specifically yeah

with the um recommendations that Sarah made in terms of the planting the proper buffer fence the the BM isolating the parking I would make the motion that we approve Phase 1 a okay the the motion on the floor was made by the chair so are you asking that you amend the motion we'll amend the motion to include uh the additional comments for additional screening at the parking lot area

bming including birming and um whatever we can do to mitigate the visual connection with the cars and headlights entertain em motion or or ask for a motion no no motion now we just need a second okay well now I understand it's a second these uh legal terms get me so uh discussion of the motion all in favor say I I I all against motion uh carries we have a meeting date for the next DRC

you're going to go to the Waterfront Commission on the 13th which is next week right and you're going to do further presentations of the items that you talked about correct but we're not going to discuss 1A because we haven't gone to planning that's correct so after that is that presentation is done next thing for us to do or for this committee the subcommittee to do is to you have to get it on the planning

board agenda for 1A I have to for one a i for onea I have to get on planning board which I'll be looking to do September but I'll take that up with the planning department so for for the September meeting um so I I I briefly talked about what we're planning to present on uh Tuesday the 13th um I I know in advance that we have um presenters lined up for the September

Waterfront meeting but I also know that we have we would like to make a further presentation to this Committee in September as well because we have we have um further engineering and product before that the September Waterfront that we'll need to discuss in detail thank you hopefully we have any items on the on the agenda for tonight so like like to entertain a motion to um consider uh to continue this meeting to
